Heidi Collins, CO, BOCP, BOCO

CEO of Palmetto Orthotics and Prosthetics

Heidi Collins’ career in orthotics and prosthetics began with an unexpected twist. Initially on the path to becoming an orthopedic surgeon, Heidi discovered her true passion when her family asked for her help one summer. That pivotal moment set her on a new path, one that she has wholeheartedly embraced for over 28 years.

Heidi earned an orthotic and prosthetic degree and is pursuing her Master of Science degree in Healthcare Management. She combines experience and academic excellence with deep-rooted family values. This unique blend shapes her compassionate approach to patient care and leadership as the CEO of Palmetto Orthotics and Prosthetics.

Leading a team with a collective 155 years of expertise, Heidi fosters an environment where every patient is valued, and their needs are prioritized. The mission is clear: to deliver transformative and innovative orthotic and prosthetic solutions that significantly improve and empower patients’ lives. Heidi’s approach goes beyond the physical benefits of orthotic and prosthetic devices. She emphasizes the emotional and psychological well-being of patients, understanding that each device offers renewed independence and confidence. 

Outside of her professional achievements, Heidi enjoys a fulfilling personal life with her husband of 28 years and their daughter, Emaleigh. Her hobbies—traveling, riding motorcycles, driving fast cars, and relaxing at the beach—reflect her dynamic personality and zest for life. At Palmetto Orthotics and Prosthetics, Heidi’s leadership ensures that the company is more than just a healthcare provider; it is a partner in each patient’s journey towards a better, more empowered life.

Shelley Perkins, CO, C.Ped

President

Shelley Perkins, an Orthotic and Pedorthic provider with Palmetto Orthotics and Prosthetics in Charleston, SC, has a distinguished career in the field. Prior to joining Palmetto Orthotics and Prosthetics, I co-owned and operated Perkins Orthotic, Prosthetic, and Pedorthic Center in Fort Smith, AR for many years. I was also the Director of the Orthotic and Prosthetic Clinic at Oklahoma State University in Okmulgee, OK, where I served as an adjunct faculty member for Orthotics and Pedorthics.

Shelley holds a Bachelor of Science degree from Southern Nazarene University in Tulsa, OK, where she was the class president. She also studied Law at Oklahoma City University, which is now part of the University of Oklahoma, and was voted Outstanding Student in the night division by the faculty.

Her professional achievements include:

  • Setting up and directing the Orthotic and Prosthetic Clinic at Oklahoma State University
  • Serving as an adjunct faculty member for Orthotics and Pedorthics at Oklahoma State University
  • Earning the title of Florida State Champion Swimmer

Born and raised in Florida, Shelley later moved to the Carolinas, where she continues to live a life rich in family values and faith. She has been married to her best friend since 1976 and is the proud mother of three beautiful children, two of whom have followed in her professional footsteps.

Shelley’s strong faith plays a central role in her life. She prioritizes her relationship with the Lord Jesus and Father God, and places family, honesty, care, and compassion at the forefront of her daily behavior. A proud patriot, Shelley holds a deep love for her country, its flag, and its pledge of allegiance. Her commitment to excellence extends to her lifelong passion for horses, having owned, trained, and showed them for decades. Her stallion was a top contender at the World Show in Tulsa, OK, and her mare was a North Carolina state champion in years past.

Shelley also loves the beach, water, and ocean, and is a dedicated swimmer. In addition, she enjoys playing Bluegrass music and cherishes every moment spent with her loved ones.

Andrew Perkins, CPOA, CTPO

Chief of Fabrication

Andrew Perkins, a dedicated orthotic and prosthetic assistant and technician, has a unique background that deeply roots him in the industry. Growing up in a family-run O&P clinic, Andrew was immersed in the world of orthotics and prosthetics from a young age. His journey began in high school, initially pursuing a career in physical therapy. However, his passion for O&P was undeniable, having spent many summers working in the family clinic.

One of Andrew’s earliest experiences in the clinic was when his father tasked him with creating a pelite liner for an amputee. To the surprise of his father and sister, Andrew’s work was exceptional, showing his extensive future potential in the field. This experience solidified his commitment to O&P, where he combines his interests in health, physical fitness, and patient care.

Andrew is not only dedicated to his profession but also to maintaining a healthy and active lifestyle. He enjoys motocross, triathlons, powerlifting, mountain biking, and various outdoor activities. Additionally, he is an avid guitar player with a love for bluegrass music.

A perfectionist by nature, Andrew approaches patient care with the highest standards, ensuring that every device he provides meets his rigorous expectations. He believes that patients deserve nothing but the best and strives to deliver superior care and communication. Andrew enjoys working with patients of all ages, fostering strong relationships with both patients and the broader medical community.

As an orthotic and prosthetic assistant and technician, Andrew strives for excellence while providing compassion and empathy to his patients. Starting his career in orthotics and prosthetics at the age of 18, Andrew has built a reputation for his logical approach to patient care and his refusal to settle for substandard solutions. His dedication to excellence and passion for his work continue to drive him in providing the best possible outcomes for his patients.

David Perkins, CPO

Chief of Orthotics and Prosthetics

David Perkins’s career is marked by a blend of military service and pioneering contributions to the field of orthotics and prosthetics. Enlisting in the Navy in 1968, David served four tours in Vietnam, demonstrating remarkable dedication and resilience. In 1975, he joined the Army Reserve, completing two years of active duty before embarking on a transformative career in orthotics and prosthetics.

David’s journey in orthotics and prosthetics began in 1977 when he opened his first facility in Arlington, Virginia, after leaving the military. This initial venture into the field provided him with invaluable experience and laid the foundation for his future endeavors. After four successful years, David sold his clinic to explore more opportunities within the industry, eventually joining Sabolich from 1986 to 1990. During his tenure at Sabolich, he worked in research and development, designing and developing numerous prosthetic components that advanced the industry significantly.

Among David’s many career highlights are several groundbreaking achievements. He facilitated the first recorded hemipelvectomy and hip disarticulation patients who could run step overstep. Additionally, David and his team designed and established the first gait lab for prosthetics, a milestone that has had a lasting impact on patient care and rehabilitation.

David’s distinguished work has been featured in several articles, highlighting his contributions to paraplegic patient care alongside Dr. Judd Katz. In 1990, after leaving Sabolich, David opened a private practice with his family, where he continued to provide exceptional care until his retirement in 2016.

Though he enjoyed retirement, David missed working with patients and sharing his orthotic and prosthetic talents with the community. He is now excited to come out of retirement to serve as the Chief of Orthotics and Prosthetics for Palmetto Orthotics and Prosthetics. Known for his pursuit of excellence and ability to raise the bar, David is eager to bring his extensive experience and passion back to the field.

Outside of his professional life, David cherishes time spent with his family, playing bluegrass music, riding motorcycles, and being on the water. His wife of 48 years, also an orthotist, is his partner in both life and work. Their enduring love and commitment to each other and their family are evident in their daily lives and the compassionate care they provide for their patients.

Emaleigh Collins

Patient Liaison

Emaleigh is excited to step into her new role as Patient Liaison at Palmetto Orthotics and Prosthetics. Growing up in a family-owned orthotics and prosthetics business, Emaleigh has a deep-rooted understanding of the field and a strong passion for patient care.

Outside of work, Emaleigh enjoys a variety of interests. She loves thrifting for unique finds, hitting the gym to stay active, and attending car shows. Her creative side shines through her photography and baking hobbies. Emaleigh values quality time spent with her boyfriend and their dogs, cherishing these moments of relaxation and joy.

Emaleigh is also committed to furthering her education. She plans to pursue an associate degree in business, with aspirations to continue on to obtain her bachelor’s degree. Her blend of industry experience, personal interests, and educational goals positions her well for making a meaningful impact at Palmetto Orthotics and Prosthetics and beyond.
